Gilead Sciences, a major biopharmaceutical firm headquartered in Foster City, desires to double the square footage of its existing campus and improve pedestrian circulation. LSA was selected to prepare a program-level EIR focusing on key environmental issues, including the visual effects of campus expansion; land use compatibility issues; the jobs/housing balance in Foster City; ways to reduce traffic generated by Master Plan buildout; and the Master Plan's impacts on global climate change. LSA worked closely with City staff and outside counsel to prepare an Environmental Impact Report that comprehensively evaluates the potential effects of the Master Plan while reducing the need for subsequent environmental review as individual phases of the project are proposed.
